Strategic Planning & Program Development

  • Helped establish the State of Oregon Sustainable Procurement Program, identifying supply chain GHG reductions and energy cost savings from purchasing more efficient equipment.
  • Produced over 75 energy and climate action plans and sustainability roadmaps, giving clients a business case for implementation.

Decision Support Tools

  • Conceived a climate action planning tool for state agencies to identify cost-effective strategies for cutting GHG emissions across fleet, buildings, travel, and purchasing.
  • Led development of a sustainability decision support tool for infrastructure projects for the City of Longmont, Colorado.

Funding & Reporting

  • Researched and led proposal efforts that secured over $400,000 in grant funding for solar, energy efficiency, and resource conservation projects.
  • Produced annual sustainability reports for industry associations and school districts, providing accountability and documentation of progress.

Facilitation, Guidance & Training

  • Created a first-of-its-kind 8-week sustainability course for the University of Vermont, giving working professionals a strong foundation in the field.
  • Facilitated more than a dozen community workshops to build sustainability indicators for the Greater Yellowstone Region.

Dave Wortman

Dave is a former Statewide Sustainability Officer for the State of Oregon (2017–2025) and a national consultant with more than 20 years in enterprise GHG accounting, statewide procurement policy, and sustainability program management. Before Oregon, he spent nearly a decade as a senior program manager at Brendle Group, building a national sustainability planning practice.

WSS turns technical work into well-funded projects and successful implementation — for communities, state and regional governments, the education sector, nonprofits, and companies dedicated to authentic change. The model is deliberately small: senior-level expertise and direct access, without the overhead structure of a large firm.
